Mobility Tax Is Getting Harder to Ignore. Two WERC Sessions Can Help.

Every employee move creates a tax event. That holds whether someone relocates across a state line, takes an international assignment, travels for business, or works across more than one jurisdiction. The teams responsible for those moves are rarely tax specialists, yet they answer for the outcome when withholding is wrong, a gross-up falls short, or a business traveler creates an obligation nobody tracked.

WERC is addressing that gap with Managing Tax in Global Mobility Programs, a two-hour live session offered on November 19 and again on December 8. Ineo is the Founding Sponsor, and our Chief Compliance Officer, David Oltman, SCRP, is one of four presenters.

What Is New for 2026

The 2026 program adds three domestic topics that reach nearly every US relocation budget:

  • Domestic relocation tax fundamentals and the current tax law considerations behind them
  • The eight states that do not tax moving expenses, and what that means for withholding and gross-up calculations
  • Taxable relocation benefits, gross-ups, and "phantom income", the point where an employee is taxed on a benefit that never reached their bank account

These are the areas where small errors compound. A gross-up that is slightly off repeats across every move in a program. Phantom income that goes unexplained turns a well-funded relocation into an unwelcome surprise at tax time, and it is the mobility team that takes the call.

Tax Exposure Beyond the Relocation Itself

The second half of the agenda covers the exposure that builds outside a formal move. Work patterns have changed faster than most policies, and these are the situations where compliance gaps tend to go unnoticed until an audit or a payroll correction brings them to light.

  • Multi-state taxation and payroll withholding requirements
  • Temporary assignments, commuters, and extended business travelers
  • International tax residency considerations
  • Tax treaty fundamentals
  • Cross-border business traveler tax obligations
  • Tax planning and risk management strategies for mobility programs

The session is built to be practical. The aim is a working understanding of the issues, so mobility professionals know which questions to ask, when to bring in a tax specialist, and how to explain the cost to finance and to the employee.

Four Presenters Across Domestic and International Tax

The faculty brings together practitioners from four firms:

  • David Oltman, SCRP, Chief Compliance Officer, Ineo
  • Guy Jason, Partner, Deloitte Canada
  • John Seery, Principal, KPMG US
  • Richard Tonge, Partner, Grant Thornton

David opens with the US domestic tax update. John Seery, Richard Tonge, and Guy Jason follow with the international sessions on tax residency, tax treaties, and business traveler rules.

Who Should Attend

Payroll, tax, and finance professionals who handle withholding and reporting for a mobile workforce.

The program is approved for 2 CRP/GMS credits, CPE credits for CPAs, and CE credits for payroll professionals. Credit requires registering for and attending the live session.
